A tikanga Māori approach to develop their Mana Motuhake
Camp Mana is a facility used to support high-risk rangatahi leveraging the great outdoors. Our focus is to provide three-month live on-site programmes.
The camp will be managed by a full-time team of kaimahi who specialize in supporting at-risk rangatahi under Mana Services Level 1 accreditation (s396).
Camp Mana is currently used as a holiday and outdoor adventure park. We will be transforming it into a specialist rangatahi facility in Waikato.

Cyril spent his early childhood in rural areas of the Northland, where he farmed, hunted and learned to live off of the land. The self-reliant nature of this lifestyle helped develop his strong work ethic, sense of discipline, and ability to live life with just the basics while also shaping the way he continues to celebrate and acknowledge his Ngāti Porou and Ngāpuhi affiliations.
At the age of 10, his family moved to Hamilton, where he became a competitive swimmer, and by the age of 14, he was globally ranked in his age group. The habits he acquired through swimming fostered his lifelong passion for sports and training, and between 2001-2009, he became heavily involved in coaching swimming. By 2004, Cyril had the strongest junior competitive swim club at the national level, and in 2008, he entered into high-performance biomechanical consulting work for the Waikato Bay and Bay of Plenty regions and New Zealand Olympic swimmers, which eventually led to his work with rugby athletes. In 2010, he became a specialist youth worker for Te Hurihanga and helped young persons from the youth justice system reintegrate into society. As a result of his work with Te Hurihanga, he began working at Te Wananga o Aotearoa (TWOA) and piloted its National Youth Guarantee Sports Program for 16-19-year-olds. Since 2014, he has been a head tutor for TWOA’s Alternative Education for Waikato and Bay of Plenty.
Through this work, he provides learning opportunities in a culturally Māori environment for at-risk youth who have struggled in mainstream schooling. Cyril’s no-nonsense, practical, hands-on approach has allowed him to build deeply impactful relationships with the youth he works with throughout his years of experience. Cyril believes youth will not transform unless they feel loved, respected and appreciated. His hope is that the young people he works with will learn how to be self-sufficient and develop a sense of independence, giving them the tools to create a better life for themselves.

Once all the requested information is supplied, we will contact you to discuss the referral and talk address any fit to the programme.
For high-risk groups, our staffing ratios will be one kaimahi to two rangatahi. For lower-risk groups, one Kaimahi to four rangatahi.
All our kaimahi are vetted specifically for working with tamariki (Children’s worker safety checks) and undergo rigorous onboarding and training, which includes but is not limited to First Aid, and Crisis Prevention training.
Our facility is segmented into zones that are to ensure that high-risk (Youth Justice) rangatahi are appropriately supervised away from tamariki engaging in our programmes or referred by Oranga Tamariki Care & Protection
All programmes and activities reflect the risk profile of the participating group e.g. Archery will not be delivered to Youth Offenders
At all times there will be a trained First Aid officer onsite
All programmes and activities will have Health & Safety and Risk Management plans which will be made available on request and reviewed externally annually by an appropriate auditor
Camp Mana is spread across 60 acres just south of Cambridge, Waikato and adjacent to Lake Karapiro.
It provides with a dedicated space to run our programs and activities in a safe and controlled environment.
An alternative to Youth Justice residence staffed by a highly trained and ea olized workforce helping to transition rangatahi back into the community.
It takes a ea o Māori approach to how we care for tamariki and rangatahi with a trauma-informed lens.
The values of Mana Services are honoured in the home, and tamariki experience a structured rhythm to their day with practices such as karakia, waiata, hui morning and night, and kai together.
Whānau can connect with their mokopuna (supervised) at the Lodge and there is a strong focus supporting the tamariki to move on to stable, appropriate care as soon as possible.
Tamariki are supported to connect with their whakapapa, and there is a focus on helping to reduce anxiety.
The Hall is a multipurpose facility that has a range of amenities. Including but not limited to a commercial kitchen, large dinning areas, multipurpose training room, 4 kitchens, 8 bathrooms, 5 bedrooms and 3 living rooms.
This includes a self-contained two-bedroom manager’s apartment and separate sleeping areas for up to 40 people marae style.
